Our resolution is attached along with the explanatory cover sheet we gave our Board when recommending it. It was written in-house and passed by our board before samples were available from Ancel Glink, et al. We did run it by our attorney before passage. Rather than state a specific per diem rate which would need to be updated regularly, it refers to the IRS allowable rates. Our business office checks rates before I authorize overnight travel.
At the suggestion of our auditor about 5 years ago, we created a Business Office Procedures Manual which documents the internal controls we have in place. It clearly delineates responsibility for various steps in fiscal processes (by position, not individual person) and provides a framework for segregation of duties to deter fraud/theft/embezzlement.

We buy relatively inexpensive locks and lanyard and check each set out till the end of that day (so no parking overnight, in theory). Our bike rack is about 10 feet from our outside bookdrop, so they can just drop the key and lock in there when they leave. There's a generic bib record in the catalog, which is suppressed from public searching.
