The Board of Trustees of the Hinsdale Public Library (“Board”) has exclusive authority to establish an annual budget according to state law and Board policies as well as exclusive authority to approve expenditures of all Library funds.

Investment Policy

It is the policy of the Hinsdale Public Library (the Library) to invest idle public funds in relatively risk-averse assets which will provide the highest return possible while meeting the cash flow demands of the Library and conforming to all State Statutes governing the investment of public funds. Many of the controls referred to in this document come from the Public Funds Investment Act (30 ILCS 235/).

ILL Policy

The Hinsdale Public Library makes every effort to maintain a collection that satisfies the needs of its patrons. When patrons request material not available in the Library’s collection, the Library provides interlibrary loan service in order to accommodate these requests. Typically this includes borrowing desired materials from other libraries and obtaining copies of periodical articles. Materials requested through interlibrary loan may also be considered for purchase by the Hinsdale Public Library. The Library also recognizes an obligation to make its collection available to the patrons of other lending libraries in a fully reciprocal manner.

Travel Reimbursement Policy

Reimbursement of travel expenses for employees and officials of the Hinsdale Public Library shall be in compliance with the Illinois “Local Government Travel Expense Control Act” (the “Act”) and pursuant to the requirements set forth herein.

Purchasing and Authority to Spend

In general, all supplies, materials, equipment, and contractual or professional services will be included in the working budget. Purchases of same shall be made in accordance with this Policy.

Prohibited Gifts Policy

The regulations of Sections 5-15 (5 ILCS 430/5-15) and Article 10 (5 ILCS 430/10-10 through 10-40) of the State Officials and Employees Ethics Act, 5 ILCS 430/1-1 et seq., (hereinafter referred to as the “Act”) have been adopted by reference and made applicable to the officers and employees of the Hinsdale Public Library to the extent required by 5 ILCS 430/70-5.

Any behavior by a patron is prohibited which, in the opinion of Library staff, infringes on the productive use and enjoyment of the Library by others, interferes with Library operations, interferes with the ability of Library staff to do their work, or endangers Library property.
