RAILS announced the release of a new memo which provides guidance for libraries on reporting requirements for newly hired independent contractors (please see the attached document). This is in connection to Public Act 103-0343 which was signed into law by Governor Pritzker on July 28, 2023 and went into effect on January 1, 2024. The memo was authored by attorneys Julie Tappendorf and Eugene Bolotnikov from Ancel Glink.
In the last few weeks, RAILS has received questions about this new law, which expands reporting requirements to include self-employed independent contractors when notifying the Illinois Department of Employment Security (IDES) of newly hired employees. This law may impact any library that hires self-employed individuals.
