Finance Manager

The Poplar Creek Public Library District serves over 60,000 residents and provides patrons with a wide variety of educational, cultural, and life-long learning resources. PCPLD is seeking an experienced and dynamic Finance Manager who, under the direction of the Executive Director, would be responsible for safeguarding the assets and managing the finances of the library district.   

  • Works with the Executive Director to prepare the operating budget and manage cash investments in accordance with policy passed by the Board of Trustees.
  • Plan, direct, and report on the library’s financial operations in accordance with governmental regulations and generally accepted accounting principles.
  • Lead accounting operations; prepare accurate and timely monthly/quarterly/annual financial statements.
  • Enforces internal controls and processes to protect library’s assets. Prepares monthly/quarterly/annual federal, state, and local tax reports while ensuring full regulatory compliance.
  • Play key leadership role in the annual audit process, in accordance with the principles set by the Government Accounting Standards Board (GASB).
  • Responsible for monthly IMRF wage reports and serves as IMRF assistant.
  • Prepares monthly Treasurer’s Report, including summary and detail of disbursements, balance sheet, income/expense statements for Board of Trustees.
  • Prepares all fiscal ordinances and works with the auditor of record to produce Annual Financial Report Special Purpose Long Form for the State Comptroller.
  • Responsible for developing and supervising Business Operations staff.

Education & Experience: 

  • Bachelor’s degree in Accounting/Finance required.
  • Three-five years of experience with accounting, auditing, payroll, finance administration. 
  • Knowledge of governmental fund accounting is highly desirable
  • Thorough knowledge of the principles and practices of public finance administration, including GASB regulations & statutory regulations.
  • Knowledge of automated financial, payroll, and budget management systems
