Illinois Library System Annual Certification for System Membership

In compliance with Illinois statutes and administrative rules [23 Ill. Adm. Code 3030.200], annual certification is required of ALL library system members to retain system membership and eligibility for grants administered by the Illinois State Library. Examples of Illinois State Library grants include public and school library per capita grants, and public library construction grants. Completing the ILLINET Interlibrary Loan & Reciprocal Borrowing Statistical Survey is a prerequisite for certification.

The Illinois State Library Annual Certification form has been streamlined and moved to the Library Directory and Learning Calendar (L2) https://librarylearning.org/. The certification period runs from January 2 to March 31, 2024.

For 2024, the certification form includes optional data-collection sections for schools (IHLS and RAILS).

Step 1: Confirm Your L2 (Library Directory and Learning Calendar) User Account and Profile

Current L2 Users Instructions:

  • Log in to L2 and ensure that you are designated as a Certification Contact in My Dashboard in the Location section.
  • To update your profile to the certification contact, select Edit on the Location affiliation section that you have with your library's primary location. Scroll down to Key Contact – Regional System and check Certification Contact. Scroll down and click the Save button.

Only certification contacts will see the "Complete Certification for (name) Library" link in their dashboard. A library may have more than one (1) certification contact.

  • Access the form via the link in your user dashboard or the link on your library's directory page.

Forgot Your Password

If you forgot your password, passwords can be reset at https://librarylearning.org/user/password. You will receive an email with a link to reset the password. If you do not see an email with a password reset link, check your spam folders.

No L2 Account

For Public School Districts your library affiliation for certification needs to be the primary building for the district (i.e., the main administrative office, which is separate from school attendance centers in L2). You may add other buildings to your profile, but for certification, the user must be listed as staff at the primary building to access the form.

All Library Types - Important note about completing your profile; in the Key Contact – Regional System section, select Certification Contact. New user accounts are then approved by system staff. Users will receive an email notification that the user account has been approved.

Important note: All new users' accounts must verify their email address immediately. Check your inbox for a link to verify your email address. If not confirmed within 24 hours, the account information is deleted.

Step 2: Complete ILLINET Interlibrary Loan (ILL) & Reciprocal Borrowing Statistical Survey

The ILLINET Interlibrary Loan (ILL) & Reciprocal Borrowing Statistical Survey is now available. The FY2023 (July 1, 2022–June 30, 2023) survey must be completed by March 31, 2024. Access the Illinois State Library Annual Certification by logging into the Library Directory and Learning Calendar (L2) at https://librarylearning.org/. Refer to Step 1 about accessing the certification form.
